Following complaints received from residents living near coastal areas and ports, the Office of the Ombudsman intervened to address excessive noise from commercial boat parties operating close to the shore.
Residents reported that, particularly during adverse weather conditions, boat parties would move closer to bays and harbours, resulting in loud music and disturbances. The Office of the Ombudsman organised a meeting between Transport Malta and the Malta Police Force to determine which entity was responsible for enforcement in such instances.
Following constructive discussions, it was agreed that Transport Malta would issue a revised Notice to Mariners to introduce specific noise-related provisions for commercial vessels hosting parties.
A draft notice was circulated by the Ports and Yachting Directorate for feedback. The Office of the Ombudsman made key representations, insisting that commercial boat parties operating near residential areas, ports, and environmentally sensitive bays should adhere to strict noise control measures at all times. It was also recommended that amplified music or sound systems be reduced to minimal levels to prevent disturbance or nuisance to nearby residents or the public.
Transport Malta accepted these recommendations, and on 11 July 2025, issued Notice to Mariners No. 115 of 2025. The Notice outlines clear noise-control obligations, including the requirement to stop music by 11:00 p.m., prohibits sound checks in ports or bays, and mandates minimal sound levels near noise-sensitive areas. Enforcement provisions are also outlined to ensure compliance.
The Office of the Ombudsman thanks both the Malta Police Force and Transport Malta for their collaboration in addressing this matter effectively and in the public interest.
