Ombudsman meets the Malta Communications Authority

The Parliamentary Ombudsman, Judge Emeritus Joseph Zammit McKeon, received a courtesy visit from a Malta Communications Authority (MCA) delegation, led by MCA CEO Mr Jesmond Bugeja.

During the meeting, the Ombudsman provided an overview of his Office’s mandate and explained how it continuously reaches out to those in need of assistance in resolving issues with public administration. He emphasised that, along with addressing complaints, his Office actively meets with officials from various public entities and authorities in a bid to build strong, two-way relationships based on the principle of bridge building.

The MCA CEO also outlined the role of the Malta Communications Authority and discussed the impact of evolving policy, technological, and market developments on the agency’s work and society at large. He highlighted that communications technologies and services are a critical foundation underpinning both economic and societal activities, and that the MCA’s role is continuously evolving to meet the demands of an increasingly diverse modern communications landscape.

A notable part of the discussion focused on the challenges posed by modern communication technologies. The Ombudsman acknowledged the benefits of modern technologies—such as reducing strain, boosting productivity, and cutting costs—particularly in tasks that do not require human interaction. However, he stressed that responsible and accountable use of modern tools like for example, Artificial Intelligence is essential.

He noted that data collection must remain subject to independent control to prevent misuse, and that any further developments in AI should consider ethical and social concerns. AI must conform with domestic and international human rights standards and must not be used to facilitate discriminatory practices or make decisions that negatively affect people’s lives.

Mr Jesmond Bugeja observed that both the MCA and the Office of the Ombudsman share a commitment to transparency and active public engagement. He invited the Ombudsman to visit the MCA offices to meet with employees and further discuss the role of the Ombudsman in enhancing public administration.

For this meeting, the Ombudsman was accompanied by Dr Monica Borg Galea, Head of Investigations, and Mr Jurgen Cassar, Head of Communications and Research. The MCA delegation also included Mr Robert Mifsud, Chief of External Relations, Dr Paul E. Micallef, Chief of Legal, and Mr Damian Gatt, Chief of Policy and Planning.
